GREEN$ Electronic Participation Incentive Scheme - FAQ

To encourage the public to engage in clean recycling through Environmental Protection Department (EPD)’s community recycling facilities (including Recycling Stations, Recycling Stores, and Recycling Spots) and the smart recycling facilities operated or designated by the EPD, the EPD has introduced the GREEN$ Electronic Participation Incentive Scheme (GREEN$ ePIS).　Members of the public may submit recyclables to the above facilities to earn GREEN$ Points through GREEN$ Mobile App or GREEN$ Card. GREEN$ Points can be used to redeem rewards or donated to designated charities.

Under the GREEN$ ePIS, members of the public may submit recyclables with low market value (such as plastics and glass bottles) to earn GREEN$ Points and this aims at encouraging the public to practice clean recycling. The EPD also provides outlets for recyclables that lack market value (such as fluorescent lamps and tubes, and rechargeable batteries).

When submitting recyclables, GREEN$ users must present the QR code generated by GREEN$ Mobile App or the QR code on the back of the GREEN$ Card to earn corresponding GREEN$ Points. GREEN$ Points can be used to redeem reward items provided by the EPD. GREEN$ users may also donate their GREEN$ Points to designated charities to benefit the community. When GREEN$ users submit 1 kilogram of recyclables, 10 GREEN$ Points can be earned in general. Certain types of recyclables (e.g. plastics and glass bottles) have higher rate of award. The EPD will introduce time-limited promotion activities from time to time, which GREEN$ users submit specified types or amount of recyclables may be awarded for extra GREEN$ Points. Members of the public can visit the Hong Kong Waste Reduction website and the GREEN$ Mobile App for related information of promotion activities. Moreover, the award of GREEN$ Points for each type of recyclables will be regularly reviewed, updated and displayed at recycling facilities for reference by members of the public.

The EPD planned that the reward redemption for GREEN$ ePIS will be digitised in 2026. The digitisation enables GREEN$ ePIS to connect with more reward platforms and reward redemption locations in the market. GREEN$ users will no longer need to visit GREEN@COMMUNITY to redeem a limited selection of around 10 types of gifts, and able to redeem gifts at more than 500 supermarkets and retail stores as well as free MTR tickets and local ecotours via the GREEN$ mobile app. 

Staff of GREEN@COMMUNITY will assist member of the public in installing GREEN$ Mobile App, and demonstrate how to use the e-point redemption feature. For the few people without smartphones, their existing GREEN$ Cards will not be cancelled. They can register their cards at designated facilities of GREEN@COMMUNITY and continue to use the GREEN$ Points in the GREEN$ Cards for redeeming gifts.

GREEN$ Card users who wish to transfer the accounts to the Mobile App may visit GREEN@COMMUNITY, where staff will assist with transferring GREEN$ Points. Please note that after the transferal of account balance from GREEN$ Card to Mobile App, GREEN$ Points on GREEN$ Card will be cleared immediately and the GREEN$ Card will be collected by staff. Staff of GREEN@COMMUNITY will assist member of the public in installing GREEN$ Mobile App, and demonstrate how to use the e-point redemption feature.

GREEN$ Mobile App is launching two new features to enhance security of GREEN$ App accounts, including dynamic QR code and QR code screenshot prevention mechanism. Full implementation will be on 16 November 2026, and all GREEN$ users must update the GREEN$ mobile app to the latest version to continue using all features normally. All screen captures of static QR codes will expire and become invalid for use. Registered physical card users will not be affected.

GREEN$ users may donate GREEN$ Points at GREEN@COMMUNITY with assistance from staff. The amount of GREEN$ Points to be donated can be decided by GREEN$ user and the designated charities can be selected in operator app. Upon completion of donation, the transaction cannot be cancelled. To protect user rights, GREEN$ users must present the QR code generated instantly by the GREEN$ Mobile App or the original GREEN$ Card to process reward redemptions or point donations. Any print outs, scan copies, screenshots, or photocopies of the QR code or GREEN$ Card will not be accepted as valid credentials for accessing user accounts.

The designated charities will redeem rewards such as daily necessities and groceries with GREEN$ Points and help people in need.

The organization should fulfill the following requirements:

• The organization shall be registered as charitable organization under Section 88 of the Inland Revenue Ordinance;
• The organization shall have a history of providing social service to low income families, such as experiences of distributing daily necessities (gift items redeemable with GREEN$ Points are mainly daily necessities, such as noodles, seasonings and etc.) to people in need;
• The organization shall have an effective community network to distribute the donated gift items to low income families from different districts;
